PROBLEM TO BE SOLVED: To provide a method and device for retrieving a video image. SOLUTION: A video restoration ratio deciding means 10 decides a video restoration ratio for the partial video restoration of retrieved video image data. A significant image element extracting means 20 extracts a significant image element by using a fractal video compressing technique from a video image to be retrieved. Then, the significant image element extraction is a standard to be used for image retrieval, and this means that the image is partially restored. A video image data retrieving means 30 retrieves data similar to the extracted video-compressed data from a video image data base 60. A video restoring means 40 executes the partial video restoration of the retrieved video image data according to the decided video restoration ratio. A video image comparison evaluating means 50 compares the resorted video image and a video image to be retrieved for evaluation, and outputs the video image retrieved result. |
