PROBLEM TO BE SOLVED: To obtain a cyclic nucleotide phosphodiesterase inhibitor having inhibitory actions on cyclic nucleotide phosphodiesterases, substituting for hormones using a cyclic AMP as a second messenger and providing a medicine useful for improving health such as suppression of an increase in endothelial- permeability due to pulmonary vascular endothelial inflammation or a specific food material for health. SOLUTION: This phosphodiesterase inhibitor comprises a water-soluble ligninlike substance obtained by adding an alkali to the total amount of an enzymically treated wheat bran, stirring the resultant mixture under an inert gas stream, then carrying out centrifugal separation, removing insoluble substances, gradually adding an inorganic acid to the supernatant, forming a precipitate and centrifugally separating the precipitate. |
