PROBLEM TO BE SOLVED: To provide an information display device and an information operating device with which a user can select his desired information page without turning his eyes from a display screen. SOLUTION: An icon and a character string image of a control panel area 201 displayed on a display screen show the operating functions to a table-of- contents area 202 and a decoding display area 203 respectively. When an operation is carried out to the area 202 or 203, a cursor image is selected and displayed (recessing state and colored display) while a cross-shaped key 40 of a remote control device 24 is pushed. Thus, the area 202 or 203 is selected and then decided with a push of a decision key 41.
