PROBLEM TO BE SOLVED: To realize a position estimating system which alleviates the problem wherein communication traffic is increased accompanying the increasing target terminal numbers and expanding ranges to be estimated in position, and enables precise position estimation to be carried out. SOLUTION: Information required for the position estimation is acquired from a radio signal, and respective first estimated positions of a plurality of target terminals 10 are obtained, based on the acquired information required for the position estimation and a position of a reference terminal 20; and then a second estimated position of a target terminal 10 that is an object to be estimated is obtained, based on the information required for the position estimation acquired from the radio signal, first estimated positions of target terminals 10, other than the target terminal 10 that is the object to be estimated, and the position of the reference terminal 20.
