The present invention relates to an electronic navigation chart (ENC) processing system for a web map service and a method thereof capable of converting electronic navigation charts by using an open source program and servicing the converted electronic navigation charts through a web environment. The electronic navigation chart processing system for a web map service comprises: an ENC data inputting unit for receiving data on ENCs; a map data generating unit for generating map data, with the inputted ENC data, including style and layers for a web service; a map data registration unit for registering the generated map data in an outer web map server; and a web map service unit for performing a web map service for the map data registered in the web map server.
