PROBLEM TO BE SOLVED: To provide a pharmaceutical composition comprising a therapeutic agent under the presence of an unpleasant taste masking agent and waterproof, pharmaceutically acceptable substrate.SOLUTION: A waterproof pharmaceutical composition comprises a first therapeutic agent selected from aspirin, naproxen sodium, acetaminophen, and ibuprofen, a second therapeutic agent comprising ciprofloxacin, and an unpleasant taste masking agent comprising cyclodextrin, in a waterproof, pharmaceutically acceptable gel substrate.
