PROBLEM TO BE SOLVED: To solve a problem that a sufficient waveform cannot be provided in an output terminal 3 in the case of inputting and testing a high speed pulse since an output potential is changed from the potential of a power source 1 to the potential of a power source 2 but the required time becomes greater than time for the potential change of inverse operation in the case of changing an MOS transistor 4 for high breakdown voltage from ON to OFF. SOLUTION: The serial connection of a pair of MOS transistors 8 and 9 mutually inversely connecting sources and drains is provided parallel with a pull-down resistor 7, second pulse signal having an inverted waveform is extracted in a high speed test and the charges of a parasitic capacitor are sharply discharged through a pair of MOS transistors 8 and 9 to be turned on in response to the second pulse signal.
