PROBLEM TO BE SOLVED: To linearly change the inserting amount and phase change amount of a dielectric by setting the square roots of specified effective dielectric constants of a line which is not inserted with the dielectric, first dielectric and line to insert a second dielectric in specified relation concerning the line composed of two conductors for inserting the movable dielectrics in lengthwise direction and setting the length of the first dielectric to a specified value. SOLUTION: When the square root of the specified valid dielectric constant of the line which is not inserted with the dielectric is defined as n0 and the square roots of the specified effective dielectric constants of the lines to insert the first and second dielectrics are respectively defined as n1 and n2, the sclation n1=(n0.n2)<1/2> is established, and when the wavelength in vacuum is defined asλ0, a length L1 of the first dielectric is set so as to establish the rclation L1=λ0/4/n1. Since the reflected waves at both the terminals of the first dielectric are canceled at all times and waves are reflected only from the terminal of the line, the phase change amount can be expressed by a linear expression to the inserting amount of the dielectric, and when controlling the phase change amount through an external circuit, circuit configuration can be simplified.
