PROBLEM TO BE SOLVED: To reduce the size and weight of a brace damper, and provide an effective manufacturing method. SOLUTION: At least two first steel plates 1, and at least one second steel plate 2 laminated between them through viscoelastic material are provided, and side plates 21 comprising steel plates are welded with both side edges of the first steel plates 1 at the outermost layer, so an outer shell is composed of the two side plates 21 and the two first steel plates 1 at the outermost layer. The first steel plates 1 and the second steel plates 2 are alternately laminated holding the viscoelsatic material 3, seal members 30, and spacers 32 in them, the whole body of these are temporarily fastened by bolts, the side plate 21 is welded to the first steel plate 1 to form the outer shell, the whole body of this assembly is heated from the outer side to heat and fuse the viscoelastic material, and the bolts are removed after the viscoelastic material is cooled to be rehardened. The side plate 21 is precedingly welded to the first steel plate 1 at the outermost layer. The assembly is heated as it is raised, so a liquid sump is secured at an upper part of a viscoelastic material filled zone.
