PROBLEM TO BE SOLVED: To provide an image processing apparatus, laser irradiation system, image processing method, and image processing program with which detection accuracy can be improved.SOLUTION: An image processing apparatus comprises: an acquisition part that acquires a plurality of images showing the state of an object in a time series; a shifted image creation part that creates a plurality of shifted images by translating a first image of the plurality of images acquired by the acquisition part in a surface direction; a correlation calculation part that calculates an index indicating correlation between the shifted image created by the shifted image creation part and a second image of the plurality of images acquired by the acquisition part; and a movement state calculation part that calculates the state of movement of the object for each of pixels on the basis of the index calculated by the correlation calculation part.SELECTED DRAWING: Figure 1
