PROBLEM TO BE SOLVED: To efficiently transmit data by communicating data between first and second transmission devices through the use of a radio link protocol having at least one variable parameter. SOLUTION: A moving terminal (MS) 10 sets SES/FIRST(S/F) of a SYNC control frame to X1 and RETN/RAST(R/R) to Y1 and transmits them to BS 30. When S/F of BS 30 is not zero and X1 is appropriate, for example, BS 30 similarly judges the first memory on X1 and Y1 , and sets the second memory to Y1 . Then, BS 30 sets S/F of an ACK control frame to X2 and R/R to Y2 and transmits them to MS 10. MS 10 executes judgment and MS 10 sets the first memory to X2 and the second memory to Y2 . Then, MS 10 sets S/F of the ACK control frame to X1 and R/R to Y1 and transmits them to BS 30. BS 30 recognizes them and data transmission is continued.
