PROBLEM TO BE SOLVED: To provide a fish shelter enabling large perennial seaweeds such as Eisenia bicyclis and annual seaweeds such as tangle to grow and propagate and enabling abalones, or the like, to grow and propagate in inside of the shelter by forming a seaweed reef on the upper surface of an upper plate and by forming a fish shelter space between a bottom plate and the upper plate in a specially constructed fish shelter structure. SOLUTION: This seaweed bed-type fish shelter 10 is obtained by forming a seaweed reef on the upper surface of an upper plate 3 and by forming a fish shelter space A between a bottom plate 1 and the upper plate 3 in a fish shelter structure where the plate 3 is fixed on the plate 1 through plural pillars 2. The plate 1 and/or the plate 3 preferably are/is formed using a concrete slab, a block board made of the melt of waste plastics or a block board made of the melt of waste plastics added with coal ash. The fish shelter 10 can have a seaweed bed function enabling both large perennial seaweeds (such as Eisenia bicyclis and Sargassum fulvellum) and annual seaweeds (such as Undaria pinnatifida) to grow and propagate and also enables sea urchins or the like to grow and propagate within the shelter 10 itself.
