PROBLEM TO BE SOLVED: To provide a soil improving fertilizer that is excellent in soil improving effect and can promote growth of plant and to provide a plant cultivation method using the same. SOLUTION: The soil improving fertilizer comprises: a carbon material wherein a carbonized material 9 obtained by carrying out a carbonizing treatment of a raw material plant 5 is made to contact with an acid solution 12 so that the carbon material is made to combine anions that enable ion-exchange with anions to be adsorbed and is given an anionic adsorption character; or including the carbon material.
