PROBLEM TO BE SOLVED: To provide a fixing roller capable of substantially heating a metallic thin-wall sleeve in such a state that output loss is restrained when heating the sleeve by using electromagnetic induction heating. SOLUTION: The fixing roller 12 is equipped with: a core body 16 made of synthetic resin; at least a closed cell type porous body layer 22 disposed to surround the outer periphery of the core body 16; the metallic thin-wall sleeve 26 disposed to cover over the outer periphery of the porous body layer 22 and equipped with a sleeve base material 26a made of thin metal which can be heated by electromagnetic induction and an elastic layer 26b which is disposed to cover over the outer peripheral surface of the sleeve base material 26a; and a releasing layer 28 covering over the outer periphery of the metallic thin-wall sleeve 26.
