PROBLEM TO BE SOLVED: To make possible of performing a controlled release of a bioactive compound, improving its effect and carrying it to an applying place in a formerly impossible form. SOLUTION: This method for administering a bioactive substance comprises carrying of the bioactive substance capsuled by a polymer to a target or a growing place of the target. The bioactive substance capsuled with the polymer has 0.1-15μm particle size and 1.0-1.5 particle size distribution. The polymer shell is not permissive to the bioactive substance under the environmental condition and is at least partially permissive to the bioactive substance in the target.
