PROBLEM TO BE SOLVED: To provide decorative paper having high surface strength capable of inexpensively producing a high-grade decorative panel having usable hardness or abrasion resistance and excellent in design effect in an extremely efficient manner. SOLUTION: In a decorative material 1 constituted by providing an abrasion- resistant resin layer wherein a particulate material having hardness higher than that of a binder resin being a crosslinking type resin is dispersed in the binder resin on the surface of a base material 10, the thickness (t) of the abrasion-resistant resin layer 20 is t<=50μm, the average particle size D of the particulate material is within a range of 0.5 t<=D<=1.5 t with respect to the thickness (t) of the abrasion-resistant resin layer 20, the wt. ratio occupying with respect to the whole of the particulate material of a component with a particle size (d) of D<=d<=1.5D is 60% or more, the wt. ratio occupying with respect to the whole of the particulate material of a component with a particle size of d <=0.1 D is 10% or less and the Mohs hardness of the particulate material is 8 or more.
