PROBLEM TO BE SOLVED: To form a resin layer without confining air bubbles between a resin layer and a substrate for an information recording medium. SOLUTION: When manufacturing an information recording medium in which a resin layer is formed so as to cover an information layer formed in the whole surface of a disk base 101, and which is configured reproducible of at least record data currently recorded on an information layer, the resin layer is formed by laminating a disk base 101 and a light transmission resin sheet 200, by moving at least either of the light transmission resin sheet 200 and the disk base 101 towards either another side, while heating the light transmission resin sheet 200 on which an adhesion device 202 is formed in the whole surface, and forcing the whole surface of the disk base 101 on the adhesion device 202.
