PROBLEM TO BE SOLVED: To provide a formatting device which realizes an initial formatting at high speed for an optical information recording medium of phase change type with a comparatively simple composition. SOLUTION: The device is provided with a plurality of light source units 1 which are arranged equally separated on the circumference of a recording disk 3, a moving means which moves the relative position of the light source units 1 and the disk 3 by shifting by the amount of one round, and a rotation control means which controls the rotation of the recording disk 3 with respect to the light source unit 1 at a linear speed suitable for the shifted one round.
