PROBLEM TO BE SOLVED: To realize an efficient operation by preventing occurrence of a time waiting for ending of a prestage processing in an image rotating means under use even when rotating operation is performed simultaneously for inputting/outputting an image or by a plurality of applications . SOLUTION: Upon occurrence of a rotation request, a decision is made whether it is an input request or not (output request) and a rotating unit 1 is used in case of an input request. Use condition of the rotating unit 1 is then checked and if it is not under use, rotation is performed by the rotating unit 1 as conventionally. If the rotating unit 1 is under use, processing is performed when it is not used after waiting. In case of an output request, a rotating unit 2 or a rotating unit 3 is used. If the rotating unit 2 is not under use, processing is performed similarly to the rotating unit 1 and if the rotating unit 2 is under use, processing is performed by the rotating unit 3.
