PROBLEM TO BE SOLVED: To provide a civil engineering sheet easily following the shape of a backing for laying the sheet. SOLUTION: This civil engineering sheet has a highly shrinkable thermoplastic synthetic fiber with a shrinkage rate of 10% or more at 80°C woven into ground texture so that the content is 1-50 mass%. The sheet is heat-treated to shrink the highly shrinkable fiber. The ground texture part excluding the highly shrinkable fiber is thereby formed to be a projecting part or a recessed part.
