PROBLEM TO BE SOLVED: To provide an image encoding method that can enhance the encoding efficiency in image encoding using inter-prediction.SOLUTION: A picture encoding method derives a first candidate having a first motion vector used for encoding of a first block, derives a second candidate having a second motion vector used for encoding a second block, determines whether the total number of candidates containing the first candidate and the second candidate is smaller than the maximum number of candidates, when the total number is smaller than the maximum number of candidates, derives a third candidate having a third motion vector coincident with the first motion vector, and a fourth motion vector coincident with the second motion vector, encodes an index corresponding to a candidate having a motion vector, and generates a bit stream containing the encoded index. The maximum number of candidates is used for encoding the index, the motion vector is used for encoding the encoding target block, and the candidate is one of plural candidates containing the first candidate, the second candidate and the third candidate.SELECTED DRAWING: Figure 11 |
