PROBLEM TO BE SOLVED: To provide an intention delivery transmitter by which a user hardly misunderstands the intention of an opposite party. SOLUTION: The intention delivery transmitter consisting of an outdoor slave set 1 having an image pickup section 3 that picks up an outdoor state and a voice collection section 4 that collects outdoor voice and of an indoor master set 2 provided with a display section that displays a video image picked up by the image pickup section is provided with a voice recognition section 7 that recognizes the voice collected by the voice collection section to convert the recognized voice into opposite party message data of a character data form consisting of phonetic symbols and the display section is configured to display the opposite party message data. Thus, the message data cannot be displayed on the basis of erroneous voice recognition even under an environment including much noises.
