PROBLEM TO BE SOLVED: To provide a relief reversal offset printer with high definition capable of preventing pattern defect derived from a foreign substance, and a manufacturing method of a printed matter using the same.SOLUTION: A relief reversal offset printer 10 includes: means for applying and depositing an ink 3 on a blanket 2; a letterpress 4 for removing a non-pattern formation ink 3b on the blanket 2; a surface plate 6 for fixing the letterpress 4; and means for transferring a pattern formation ink 3a remaining on a substrate to a printing target substrate 5.
