PROBLEM TO BE SOLVED: To obtain a processing base paper that little causes release of a resin laminate layer by a buckling of a pigment coated layer in top curl processing and has excellent gravure printability. SOLUTION: The processing base paper is obtained by forming a pigment coated layer containing pigment and a synthetic resin binder on at least one side of base paper consisting essentially of wood pulp. Canadian standard freeness of the pulp raw material of the base paper is≥300 ml and≤500 ml, the solid content of an alkyl ketene dimer contained in the base paper is≥0.2 wt.% and≤0.8 wt.%, the internal bond of the base paper is≥70 N/m and≤120 N/m, the solid weight ratio of the pigment of the pigment coated layer/the synthetic resin binder is≥100/15 and≤100/30 and the gel fraction of the synthetic resin binder of the pigment coated layer is≥80%.
