The device has pairs of cooperating cutter cylinders (16,18), with outer jackets formed by replaceable jacket elements (24,27) removeably located about the cores (17,19) of the cylinders. The cores have contact faces (28,30) and contact projections (29,31). The jacket elements are of elastically deformable material, e.g. aluminium or aluminium alloy. During fitting of the elements on the cylinder cores, a coating (20,21) is clamped between core and elements.
