PROBLEM TO BE SOLVED: To provide an automatic program control device which enables an operator to easily edit a broadcasting program, and to provide a method for establishing untime blocks. SOLUTION: This automatic program control device is provided with a selection part (1) and a data processing part (2). In the selecting part (1), selections are made from a number of real-time event data whose broadcast times have been already set, in order to change it into a number of untime event data, and in the data processing part (2), the selected real-time event data is converted into untime event data.
