An image processing apparatus and an image processing method are provided to improve a processing speed and reduce an operating load by performing deinterlacing by a small data quantity. A plurality of deinterlacing units(160) deinterlaces an interlaced image signal, and corresponds to the change degree of an image with respect to a time. A down-sampling unit(130) down-samples the image signal. An image estimating unit(140) estimates change degree for the time of an image indicated by the down-sampled image signal. A control unit(150) performs the operation of one deinterlacing unit corresponding to the estimated change degree of the image among a plurality of the deinterlacing units(160).
