PROBLEM TO BE SOLVED: To stably and appropriately determine forgery, even if dirt is produced on a medium having information univocally specifying the medium itself by a random sequence pattern of fiber impurity mixed therein in manufacturing paper. SOLUTION: This recording medium 1 is provided with a peculiar information recording region 2 recording information capable univocally specifying the medium itself and a dot code 3 recording information for obtaining the information specifying the medium from the peculiar information recording region 2. A forgery determination device 4 obtains the information capable of univocally specifying the medium itself from the peculiar information recording region 2 using the second information read from the dot code 3 and determines the forgery of the information recording medium based on the obtained results.
