PROBLEM TO BE SOLVED: To provide a moving picture encoding device and a decoding device capable of encoding and decoding a moving picture of high quality respectively. SOLUTION: Background memories 103 to 105 in which image are inputted and which store background images, an adder 111 which calculates a difference between the background image and the inputted images, a moving picture encoding circuit 113 which encodes the difference in a moving picture code, a still picture encoding circuit which encodes the stored background image in a still picture code, and a multiplexer 115 which multiplexes the moving picture code line and the still picture code line into a multiplex code line, are provided, by which moving picture encoding can be carried out without deteriorating a background image in resolution. |
