PROBLEM TO BE SOLVED: To eliminate the need to handle cash in purchasing the betting tickets of public gambling and/or receiving refunds. SOLUTION: A digital cash card 1 has records of user information, information about the user's account at a user's contracting bank, and information about a host account at the host contracting bank. By using these pieces of information, an account transfer for the purchase money/the refund is made between the user's contracting bank system 8 and the host contracting bank system 11 when the user purchases betting tickets at a ticket issuing machine 3 for public gambling and when the user receives the refund at a payout machine 7 for the public gambling, to achieve an immediate and simultaneous settlement. The bill of the settlement is recorded in a bill recording area provided on the digital cash card 1. |
