PROBLEM TO BE SOLVED: To provide an impact absorbing panel which is thin, light in weight, and excellent in weatherability and abrasion resistance, does not need a complex production process, and can be produced easily. SOLUTION: A core material in which a surface material for suppressing expansion force in the inward direction generated when the rolled foamable sheet of the foamed polyolefin resin is heated/expanded is laminated on both surfaces of a foamed polyolefin resin with individual bubbles oriented in the thickness direction is sealed in a bag-shaped sheet.
