PURPOSE:To suppress the irregular repeat of ON and OFF of a code error detecting signal and to prevent a system from unstable operation by changing the code error detecting signal while providing the signal with hysteresis characteristics for a code error ratio in a transmission line. CONSTITUTION:When a code error is detected by a detecting circuit 10, an FF 30 is set up, and when the code error is not detected by a detecting circuit 20, the FF 30 is reset. Consequently, the probability of the set status of the FF 30 is increased from '0' to '1', and when the code error ratio of the transmission line is decreased, the probability of the set status of the FF 30 is decreased from '1' to '0'. Even if the code error ratio of the transmission line is increased again after being temporarily reduced and then varied in a prescribed range or even if the code error ratio is reduced again after tempolarily exceeding the prescribed value and then varied in the prescribed range, the output of a detecting circuit is kept at OFF.
