PROBLEM TO BE SOLVED: To offer simple construction capable of increasing in damping force per panel against a horizontal load such as an earthquake. SOLUTION: Angle braces 5 each having a viscoelastic damper 4 at the middle thereof are arranged at inner corner portions of corners of a panel frame 3 having an upper and a lower lateral frame members 2 mounted between vertical frame members 1, and each angle brace 5 is joined at its ends to the vertical frame member 1 and the lateral frame member 2, respectively. A construction face plate 6 is fixed to the panel frame 3 having the angle braces 5 at the inner corner portions of the corners.
