PURPOSE:To reduce voltage consumption as well as fuel consumption in a normal operating territory by providing a voltage application means to carry out voltage application to a variable valve timing device and a voltage cancellation means to cancel voltage application to the variable valve timing device. CONSTITUTION:A variable valve timing device A is provided with a control unit 20 to control voltage application to an electromagnetic coil type brake means 6 in accordance with an operational state of an engine. A cam phase against a crank shaft is spark-advanced by carrying out voltage application to the electromagnetic coil type brake means 6 in the variable valve timing device A in an idle operating territory. Voltage application to the electromagnetic coil type brake means 6 is cancelled and the cam phase against the crank shaft is spark-delayed by cancelling voltage application to the electromagnetic coil type brake means 6 in a middle low load middle engine speed terriptory which is a normal operating territory of the engine.
