PROBLEM TO BE SOLVED: To produce a metallic surface treated steel sheet which has excellent corrosion resistance and hydrophilic properties, and has not environmental problems. SOLUTION: The metallic surface treated steel sheet is obtained by forming a film of a post-treatment agent containing (A) a water based solution containing titanium obtained by reacting at least one kind of titanium compound selected from hydrolyzable titanium compounds, hydrolyzable titanium compound low condensation products, titanium hydroxide and titanium hydroxide low condensation products with a hydrogen peroxide solution, (B) at least one kinds of compound selected from phosphoric compounds, metallic hydrofluoric acids and metallic hydrofluorides, and (C) a water based organic high molecular compound stable at pH <=7 on the surface of a phosphate treatment film on a metallic surface.
