PROBLEM TO BE SOLVED: To provide a new stabilizer composition, as a heat stabilizer for uses for a transparent or translucent hard PVC, for which a 1-3C alkyl organotin compound can be employed without causing plate-out and/or rheology problems. SOLUTION: The stabilizer composition comprises at least a blend of liquids below: (a) at least one 1-3C alkyl organotin compound, and (b) at least one complex ester derived from at least one dehydration condensation reaction product between at least one polyol (A) and at least one unsaturated fatty acid compound (B).
