The embodiments of the present invention relate to a method, apparatus and device for determining an application time of a CSI report. The method comprises: a UE receiving a configuration message sent by a base station, and determining the type of a PUCCH used by a secondary cell for reporting a CSI report according to the configuration message; the UE receiving a secondary cell activation command which carries a cell identifier and is sent by the base station; and the UE determining, according to the type of the PUCCH used by the secondary cell for reporting the CSI report and the secondary cell activation command, an application time of the CSI report of the secondary cell corresponding to the cell identifier. The method, apparatus and device for determining an application time of a CSI report provided in the embodiments of the present invention can improve the reliability of a system.
