<P>PROBLEM TO BE SOLVED: To heat fuel in an excellent temperature rise characteristic and heating efficiency, by mounting a ceramic heater in a fuel passage of an internal combustion engine. <P>SOLUTION: The ceramic heater 1 is mounted in the fuel passage of the internal combustion engine, and a surface of a ceramic body 2 is brought into contact with the fuel to heat the fuel. An exothermic resistance body 3 is buried in the ceramic body 2 at least having a face which is in contact with the fuel and whose surface roughness Ra is 0.1 μm or less.
