PROBLEM TO BE SOLVED: To easily arrange a floor-substrate panel onto a floor slab face at a low cost by leveling with high accuracy. SOLUTION: The floor-substrate panel 10, in which the second leg members 2 in height lower than distances among the top faces of the first leg members 1, 1 leveled by utilizing mortar 3 and the floor slab face C are fixed so that parts are projected to the outside along one side edge 10b on the long side side, is used. The short-side sides 10a of the floor-substrate panel 10 are placed and arranged on the previously leveled left-right first leg members 1, 1, and a foamable resin adhesive 4 is injected into openings S among the undersides of the second leg members 2 and the floor slab face C and foamed and cured and the floor-substrate panel 10 is positioned and fixed. One side edge 10b2 on the long-side side of the second floor slab 10-2 is placed on sections projected to the outside of the second leg members 2, and arrangement is conducted successively.
