PROBLEM TO BE SOLVED: To provide a soil improvement method capable of providing a uniform and stable strength without increasing costs. SOLUTION: An agitating blade is disposed on the outer peripheral part of a rotatingly press-in steel body, cement milk is injected from a steel body tip part and, at the same time, the steel body is rotated to perform a soil improvement on the entire outer peripheral surface and at the tip part of the steel body.
