PROBLEM TO BE SOLVED: To prevent the automatic stop of an engine within a crossing by prohibiting the automatic stop of the engine by an idle stop means in lateral turning start or road side start, and releasing the idle stop prohibition when the condition that the engine is not in the state requiring a quick start is established. SOLUTION: It is judged whether a vehicle is in I/S (idle stop) prohibition mode #1 or not. When NO is judged, it is judged whether the vehicle is started from the winker-ON state or not. When this judgment is YES, and a lateral turning start or road side start is judged, the vehicle is transferred to the I/S prohibition mode #1. When the vehicle is not started from the winker-ON state, it is judged whether the operating state of the winker is ON or not, and when ON is judged, the vehicle is transferred to I/S prohibition mode #2. When the vehicle is in the I/S prohibition mode, the I/S prohibition mode is released when the state of a prescribed vehicle speed or more is continued for a prescribed time.
