<P>PROBLEM TO BE SOLVED: To provide an over sheet which is a non-polyvinyl chloride material and has a mold-release performance against an ink ribbon in a sublimation transfer printing without peeling, chipping, etc., even if a press working is applied while a curl is not caused after an image receiving layer is formed, and to provide a card. <P>SOLUTION: The over sheet for the cards has the image receiving layer on one side of a transparent sheet-substrate.The main component of the sheet-substrate is a polyester resin or a polycarbonate resin or a polymer alloy consisting of the polyester resin and the polycarbonate resin. The image receiving layer is formed using a solution whose main component is a water-based resin. The water-based resin is a mixed system with a main agent (A) and a hardening agent (B). The main agent (A) is a water-based polyol and the hardening agent (B) is a water-based polyisocyanate.The gel fraction of a polyurethane after the formation of the image receiving layer by performing a cross-linking reaction between the main agent (A) and hardening agent (B) is 60% or more.
