An earth reel driving device of an oil tank car is provided to increase safety of loading oil in a tank car by preventing drivers from not operating an earth reel, carelessly or lazily, which is important to protect the oil tank car against being exploded by static electricity generated while loading/unloading oil such as inflammable gasoline and to always earth the earth reel by no possibility of taking out an oil discharge hose unless the earth reel is operated. An earth reel driving device is installed at lateral surface of an oil tank car to contact on the ground and thereby remove static electricity. The earth reel driving device comprises a switch box(10) composed of a C terminal for supplying electric power and a terminal switched into three states: a neutrality(n), a free, and a lock. In the earth reel driving device, a first relay(20) is composed of a coil having one end connected to the free terminal and the other end connected to a limit switch(64) of a reel box unit(60); a B terminal connected to an earth; and A, C terminals. A second relay(30) comprises a coil having one end connected to the free terminal and the other end earthed; an A terminal supplied with electric power; a B terminal connected with the earth; and a C terminal. A reel actuator unit(50) comprises a first driving motor(52) including one end connected to the C terminal of the second relay; a first switch(54) composed of a C terminal connected with the other end of the first driving motor, an A terminal connected to the earth, and a B terminal connected to the a terminal of the first relay; a switching unit converting the first switch from the B into the C terminal if an earth reel(6) is completely uncoiled; and an exciting coil(56) including one end connected to the lock terminal. A key actuator unit(40) comprises a second driving motor(44) having one end connected with the C terminal of the first relay and a lock/free operating rod(42) connected; a second switch(46) composed of a C terminal connected with the other end of the second driving motor and an A terminal connected with the earth; a switching unit converting the terminal of the second switch from B to C if the lock/free operating rod is converted from free to lock; and a limit switch(48) having one end connected with the B terminal of the second switch and the other end connected with the lock terminal. A reel box unit(60) comprises a first limit switch(64) including a rotative winding shaft(62) for winding the earth reel and the other end connected with the earth and on-operating if the earth reel is completely uncoiled; and a second limit switch(66) off-operating if the earth reel is completely coiled and having one end connected with the other end of the exciting coil and the other end connected with the earth.
