<p><P>PROBLEM TO BE SOLVED: To perform both synchronous processing and asynchronous processing of a plurality of information signals smoothly without disturbing integrity. <P>SOLUTION: In a processing controller section 3, a processing time estimating section 371 estimates the required time of an interrupting asynchronous processing, and an idle time calculating section 372 calculates the idle time of each processor section. A searching section 373 searches a processor section having a longest idle time calculated at the idle time calculating section 372, and searches a processor section having a longest idle time.
