The present invention relates to a composite catalyst for polymer electrolyte membrane fuel cells (PEMFCs). According to the present invention, the composite catalyst for the PEMFCs wherein a spacer is induced to a graphene sheet wherein boron supporting a metal catalyst substance is doped to prevent other graphene sheets from being placed on the graphene sheet is provided. Thus, the effects of reducing resistance to an electron transfer by using the graphene sheet with the doped boron as a support element and maintaining high electron density are obtained. In addition, a specific surface area of the graphene sheet is highly maintained by inducing the spacer capable of preventing other graphene sheets from being place on the graphene sheet. Thus, an effect of manufacturing the PEMFC capable of providing excellent performance is obtained.
