PURPOSE:To dispense with a dedicated processing system at every user side system and to perform the configuration and operation of a data distribution system with high efficiency. CONSTITUTION:This device is a data distribution device 3 which performs the distribution of data by converting the data of an existing system by enabling to be used by another user side system, and it is constituted of a conversion processing part 5 which performs data conversion from a common conversion rule (conversion component) in a procedure to convert the data in the existing system registered in advance to different expression formats by using a conversion procedure selected corresponding to the expression format of the user side system of a distribution destination, and a scenario control part 8 which performs the execution control of each processing for distribution data based on information representing the processing content of the conversion processing performed on the data used by the user side registered in advance, etc.
