The cutter (1) has a knife kit (2) with a knife (20) and rotatable counter knife (21). The counter knife is connected with an operating handle (11) that is deviated in relation to a fixed handle (10). The counter knife is directly drivable by application of force at the operating handle for cutting, so that the knife set carries out a stroke from a maximum opening position into a closing position by the application of force at the operating handle. The cutter is switchable into a ratchet drive by deviation of the operating handle against a direction of a closing movement of the cutter.
