The device has a fabric carcass drum (1) including multiple movable segments (11, 16) that are covered by a tubular rubber sleeve (4). The movable segments are arranged at a radial axis (10) of the drum. The drum has two drum outer areas (2) lying outside an axial symmetry axis (9). The areas have separate tubular rubber sleeves including a circular recess (5) for receiving tire segments e.g. side panel elements.
