PROBLEM TO BE SOLVED: To provide an improved cutting knife beam for a paper cutting cylinder in a folding device for a web rotary press for supporting a cutting knife in a vibration damping manner in the peripheral direction of a paper cutting cylinder and avoiding tear and burst caused in the outer layer of a fold allowance by a piercing needle. SOLUTION: Forcible contact shaping bars 4, 6 are formed of synthetic rubber having a finely foamed structure. The synthetic rubber has an elastic modulus of about 50 N/mm<2> -1,000 N/mm<2> and a Shore A hardness of about 10-30 and the ratio h2:f of the height h2 of each of the forcible contact shaping bars 4, 6 to the spring stroke (f) of the forcible contact shaping bar is 8-15.
