PROBLEM TO BE SOLVED: To make it easy to verify that electronic information is made open to the public with awareness of its being spread.

SOLUTION: An open information management server 20 includes: an open information acquisition processing section 23 which acquires open information stored at a storage destination which can be specified from storage destination specification information sent from a client 40 for management; an acquisition result information acquisition processing section 24 which acquires acquisition result information including an acquisition route used to acquire the open information; an open information reproducing section 33 which reproduces the open information to generate display image data in a state wherein the open information is displayed on a screen, a time stamp acquisition processing section 25 which acquires time stamps for the display image data and acquisition result information respectively; an information registration processing section 35 which registers those pieces of information in an open certificate information database; an information acquisition processing section 28 which takes out open certificate information meeting retrieval conditions sent from a client 50 for verification; and a display information transmission processing section 30 which transmits the open certificate information to display it on the screen.
